PROBLEM TO BE SOLVED: To transmit and receive input frame data, to which time synchronization information is added, after encrypting them by utilizing an existing communication means capable of executing communication only in the same input/output frame size. SOLUTION: A transmission side terminal 101 stores data (hereinafter referred to as frame data) in predetermined length of (unencrypted) equally-divided input data in the transmission side FIFO 102, mounts a time stamp to the data for each input frame data with a time stamp mounting part 103, and passes them to an encryption processing part 104. The data encrypted with the encryption processor 104 are passed to a storage region 105. A transmission control unit 106 shapes the size of the data into the same size as the input, passes them to a frame generating part 107, and transmits them to a transmission path as the encrypted frame data.
