PROBLEM TO BE SOLVED: To easily control a shared resource use amount of a user using an application. SOLUTION: A data center 20 is provided with: an AP1 provision device 24 and an AP2 provision device 26 each providing the application; and a resource totaling device 32 totaling a use situation of a resource. The resource totaling device calculates a resource usable amount capable of being presently used by the user on the basis of a past use amount and a basic allocation amount when inputting an effect that the service requirement of the user is performed from the AP1 provision device. The AP1 provision device compares the calculated resource usable amount with a resource use amount necessary for service provision, and determines whether to receive the user requirement or not.
