PROBLEM TO BE SOLVED: To enhance the convenience in delivery to portable terminals by presenting a Web content for PC in a different page structure. SOLUTION: The Web content conversion system 1 comprises: an HTML analysis means 12 exchanging information with a portable terminal 2 side and a content server 5 and forming a DOM tree from content information acquired from the content server 5; a block generation means 13 dividing pages of a content into block units based on the DOM tree generated by the analysis means 12; a menu generation means 14 extracting, from each block generated by the block generation means 13, a top menu, the top menu being extracted as a sub-menu when it includes a long text, a link, a link to image file or image or the like; and a page generation means 15 generating an HTML page for the portable terminal 2 using a contracted image generated based on the top menu and sub-menu and an image of the whole page of the PC content.
