PROBLEM TO BE SOLVED: To provide information effective for safety confirmation to an unspecified counter person who requests safety confirmation in a form considering privacy without requesting preliminary registration of authentication information thereto. SOLUTION: A person who wants to acquire safety information inputs authentication information to a user terminal 3 (S11). This authentication information is information included in personal information of a safety confirmation object. A retrieval part 13 of a safety information management server 1 retrieves, upon receipt of authentication information from the user terminal 3, personal information matched to this authentication information from a DB 18 (S12). When personal information including an item matched to the authentication information is present, an access level of safety confirmation requester is determined depending on the level corresponding to the item of personal information matched to the authentication information (S13).
