<P>PROBLEM TO BE SOLVED: To provide an untransferable processor and program capable of automatically sorting data having a high processing priority, automatically collecting data of one and the same transfer customer and extracting and processing a case of a processing mistake on a bank side without fail. <P>SOLUTION: A host receiving part 2 receives a reference telegraphic message with untransferability written therein and writes the reference telegraphic message in a host reception DB 2a. Next, the host receiving part 2 determines whether emergency processing is needed about the reference telegraphic message in the host reception DB 2a and sets a priority point corresponding to the requirement of the emergency processing. An operator interface part 3 transmits reference telegraphic messages to a customer or branch office in order of priority points.
