PROBLEM TO BE SOLVED: To correctly determine the state not depending on the deterioration situation of a battery. SOLUTION: An output voltage of the battery 1 is monitored, three conditions whether or not drive of a plunger 2 is possible, the cranking revolution number is the firing possible revolution number or more of an engine and the cranking revolution number is maintained to the time of starting of the engine are determined based on the monitoring result and it is determined whether or not the battery 1 is normal by the determination result. Accordingly, it can be correctly determined whether or not the battery 1 is normal in response to the present situation without taking into consideration various conditions such as mounting environment of the battery, e.g., a temperature and a kind of the automobile. The cranking revolution number and requirement of the maintaining of this are efficiently performed by detecting vibration of the output voltage 13 detected by a voltage sensor 23.
