PROBLEM TO BE SOLVED: To provide a caulking device and a caulking method capable of suppressing the distortion of a member to be caulked even if the working accuracy of a work and the member to be caulked is slightly dispersed when the member is caulked and fixed to the work, and sufficiently obtaining the joining strength (the caulking strength) of the work with the member. SOLUTION: When a pressing unit 14 presses a caulking part 13 of a ring gear 11 downwardly, a flange 18 installed inside the caulking part 13 is first displaced downwardly, and then, deformed so that an upper surface 18b of a center part is upwardly projecting. A control unit 36 completes the pressing against the caulking part 13 by the pressing unit 14 when the position in the vertical direction of the flange 18 is displaced to the reference position before the caulking part 13 is pressed by the pressing unit 14, or displaced above the reference position.
