PROBLEM TO BE SOLVED: To effectively detect an emergency situation which occurs to a terminal holder and to improve reliability as a crime prevention system for the terminal holder. SOLUTION: This cellular phone monitoring system for receiving information originated from a cellular phone and monitoring the operation conditions of the cellular phone comprises: an informing person information storage means for storing informing person information indicating the informing destination of the user conditions of the cellular phone; a communication monitoring means for monitoring the communication conditions of the cellular phone and detecting the disconnection of the communication; and an informing means for reading the informing person information corresponding to the user of the cellular phone from the informing person information storage means and informing the conditions of the user to the informing destination based on the informing person information at the time of the disconnection of the cellular phone.
