PROBLEM TO BE SOLVED: To reduce time required for an authentication process and connection process from a WLAN until the initiation of packet communication, and time required for a switching process at the time of handover, in a mobile communications network and inter-work system of a WLAN. SOLUTION: A mobile network packet relay device 107 is equipped with an SGSN communication management 405 for receiving a mobile-object requests for connections to a mobile-object communications network; a 3G authentication information receiver 403 for receiving the mobile-object requests for connections to the WLAN from the WLAN; and a GGSN connection setter 404, for setting common remote IP addresses for identifying the mobile objects in the mobile-object communications network and WLAN, when the requests for the connections have been received in the SGSN communication management 405 or 3G authentication information receiver 403.
