PROBLEM TO BE SOLVED: To provide a high wet strength paper achieving a high wet paper strength without using a PAE (polyamine polyamide epichlorohydrin), and a method for producing the same. SOLUTION: This high wet paper strength paper is produced by papermaking from the dispersion of pulp obtained by adding nitroxy radical and sodium bromide to beaten pulp suspension, adding an aqueous sodium hypochlorite solution, while agitating at a room temperature, for oxidizing hydroxy groups presenting on the surface of the pulp fibers to form aldehyde groups, and then adding a bonding material among fibers to cross-link the fibers in the pulp.
