PROBLEM TO BE SOLVED: To provide a mechanism for stably stopping and maintaining a truck with casters on an inclined road surface, or inside a running and oscillating bus or electric car. SOLUTION: A caster wheel 14 is turned through a drive rod 13 and an axle inversion movable lever 9 by manual operation of a lever. The wheel 14 is supported by a slide pipe 16 with a rotary shaft of the wheel downward. By grounding a rubber ring 15 provided on a side face of the wheel 14 on a floor face, a ground contact area upon braking is set more than 20 or 50 times as large as that of a conventional one to obtain stable braking force.
