<P>PROBLEM TO BE SOLVED: To properly manage foreign citizens entering from foreign countries to work for nursing-care as a caretaker in Japan in conformity with the free trade agreement (FTA), etc., and also decrease burdens on each employment agency related to personal managements of foreign citizens. <P>SOLUTION: A database 12 associated with a server 11 stores information on foreign citizens entering Japan to work as caretakers, each employment agency A, B and C can share the information on the foreign citizens with one another. Each employment agency A, B and C can refer to the database 12 via the Internet 10 and also write new data into the database 12 when employment occur.
