PROBLEM TO BE SOLVED: To provide a means capable of selecting and executing more suitable incoming call processing in accordance with both conditions of a transmitting source and a incoming call destination of a telephone call. SOLUTION: When an apparatus 15 for controlling an incoming call receives a call request from a telephone set 11 to a telephone set 12, a reading part 1501 retrieves the attribute data of the telephone set 11 which is a transmitting source of the call request and the attribute data of the telephone set 12 which is an incoming call destination of the call request from an attribute DB 1551 and extracts rule data corresponding to data included in the retrieved attribute data from a rule DB 1552. In the apparatus 15, an incoming call processing part 1502 executes the incoming call processing of various forms in accordance with incoming call processing indicated by the rule data extracted by the reading part 1501.
