PROBLEM TO BE SOLVED: To provide a heating roll unit designed such that when small-sized sheets of recording paper are consecutively passed, temperature rises of reflecting members are restrained, the the heat resistance of members holding and moving the corresponding reflecting members is required relatively at low level, and excessive temperature rises of both ends of the heating roll can be prevented while emission of heat out of a fixing device is restrained, and to provide the fixing device using the heating roll unit. SOLUTION: The heat roll unit includes: a rod-like heater 4; the heat roll 1 incorporating the heater 4; reflecting members 5 each of which has an internal face that is a reflecting face with the emissivity of 0.7 or less, has a cylindrical shape incorporating the heater 4 and is disposed so as to follow the rotation of the heat roll 1 in contact with the internal face of the heat roll 1; and reflecting member moving means 6 for moving the corresponding reflecting members 5 in the axial direction of the heat roll 1.
