<P>PROBLEM TO BE SOLVED: To provide technology dissolving flooding in a fuel cell system. <P>SOLUTION: The fuel cell system is equipped with a fuel cell, a fuel exhaust gas passage through which fuel exhaust gas exhausted from the fuel cell flows, and an exhaust outlet having an opening capable of opening and closing, capable of exhausting at least part of fuel exhaust gas to the outside of the fuel exhaust gas passage through the opening and varying the area of the opening in a opening state. When the fuel cell system is operated, (a) the fuel cell system is operated in a first operation mode.
