PROBLEM TO BE SOLVED: To minimize the effect of DoS attacks by regulating DoS attacks detected by a server at the entrance of a network. SOLUTION: In a DoS attack countermeasure system, the server 4 has a detection means for detecting a DoS attack and a detection notification means for notifying the DoS attack detection information to a server control apparatus 5, the server control apparatus 5 has a first notification means for notifying the detection information notified by the server 4 to an edge router control apparatus 6, the edge router control apparatus 6 has a second notification means for notifying the detection information notified by the server control apparatus 5 to an edge router 2, and the edge router 2 has a regulation means for receiving the detection information notified by the edge router control apparatus 6 and regulating signals from an attack source apparatus 1 to the server 4.
