<p><P>PROBLEM TO BE SOLVED: To provide a dimmer and an illumination device with reduced noise. <P>SOLUTION: The dimmer selects a control lag angle in ion phase control from a prescribed range included in a period TO in which discharge of a smoothing capacitor of an LED lighting device does not start immediately after a switch part is turned ON.
