PROBLEM TO BE SOLVED: To provide an open-cutting instrument for sealed letters and various vinyl bags capable of opening them completely, neatly and easily although a cutter knife, a kitchen knife, scissors, and the like have been conventionally used to open sealed letters such as PR materials and invitation pamphlets sent every day in large numbers to each home from enterprises, trading companies and stores and tending to increase every year in the latest mail situation different from the old times, and also vinyl bags, vacuum packs and food containing tray convenient to carry and increasing in regard to food in daily life. SOLUTION: This open-cutting instrument composed of a combination of three parts in an upper stage, a middle stage and a lower stage, neatly and easily cuts a cut end portion from both sides by holding the cut end portion between a spare blade fitted to the front of the upper stage, and a spare blade receiving groove at the front of the lower stage and drawing it near frontward.
