PROBLEM TO BE SOLVED: To obtain large foundation strength by increasing the strength of a foundation constituting material. SOLUTION: An anchor (10) is inserted into a hole (21) formed by drilling the ground, base rock (20) or a concrete structure, and the fluid foundation constituting material is injected and solidified around the anchor. When fixing the anchor to the ground, the base rock or the concrete structure, an anchor unit of applying tensile stress to the anchor by compressing a stress bar material is used by inserting the hollow stress bar material into the anchor (10). The anchor unit is inserted into the hole while drilling the ground, the base rock or the concrete structure by a bit (11) on the tip of the anchor, and after injecting and solidifying the foundation constituting material around the anchor unit via an injection hole (11A) of the bit from the inside of the stress bar material, the stress bar material is extracted, and the tensile stress of the anchor is released, and thereby, compressive stress is made to act on the solidified foundation constituting material.
