PROBLEM TO BE SOLVED: To provide clad fuel particles and overcoat particles capable of attaining an improvement in accuracy of particles, mitigation of manufacturing difficulty, suppression of use quantity of graphite matrix material, improvement of manufacturing efficiency and lowering of cost, and a method for rationally manufacturing those particles. SOLUTION: The clad fuel particles 11 is formed with the first clad layer (low-density carbon layer) 41 on the outer surface of the fuel kernel, the second clad layer (high-density carbon layer) 42, the third clad layer (carbon silicide layer) 43, the fourth clad layer (high-density carbon layer) and the fifth clad layer (carbon layer).
