PROBLEM TO BE SOLVED: To provide a roof panel and a roof heat insulating structure high in air permeability and heat insulating property. SOLUTION: The roof panel 1 is formed by bonding a plurality of heat insulating materials 3 formed of plastic foams penetrating a plurality of vent passages 4 and rafter fitting grooves 5, 5a provided through, to the lower face of a sheathing face material 2 to make the heat insulating materials 3 continuous. The roof heat insulting structure is provided by mounting the roof panel 1 on rafters 6 of a roof skeleton, fitting the rafters 6 into the rafter fitting grooves 5, 5a of the heat insulating materials 3 of the roof panel 1, opening the vent passages 4 of the heat insulating materials 3 to the outside air at the eaves and a ridge part, and making the heat insulating materials 3 continuous at the mutual connection parts of the roof panels 1.
