PROBLEM TO BE SOLVED: To accurately estimate the tendency of a series of stopping operation since a driver starts to depress a brake pedal until a vehicle stops. SOLUTION: A vehicle information obtaining portion 11 obtains vehicular speed detected by a vehicular speed sensor 20 on the time series, calculates a jerk which is a second stage differential value of vehicular speed. A driver operation obtaining portion 12 obtains a brake signal according to the operation of a brake pedal by the driver, thereby determining the presence or absence of the operation of the brake pedal. A vehicle information processing portion 13 estimates the tendency of stopping operation by a driver on the basis of a series of transition of the jerk since timing when the driver operation obtaining portion 23 determines the operation of the brake pedal until timing when the operation of the brake pedal is continues to stop an own vehicle.
