PROBLEM TO BE SOLVED: To achieve a consistent support for enabling predictive control by estimating a safety standard value of users in view of uncertainty of risk recognition of the users. SOLUTION: This device comprises a risk level determination part 1 calculating a current risk level from a peripheral condition, a user condition or a device condition, an avoiding action sensing part 2 sensing the avoiding action of the users, a bioinformation determination part 3 monitoring bioinformation such as a heart beat of the users, an information storage part 4 storing results obtained by the risk level determination part, the avoiding action sensing part and the bioinformation determination part, a reference value judging part 5 calculating a safely standard value to be a reference value of the risk level allowable to the users from the information of the information storage part, a supporting content judgement part 6 deciding supporting contents or a supporting start point based on the results of the reference value judging part, and a support execution part 7.
