PROBLEM TO BE SOLVED: To provide a conductive member capable of uniformly electrifying the surface of an image carrier by keeping a stable gap between an image carrying body and the conductive member even though being used under high temperature and high humidity environmental conditions due to environmental changes or for long-term use, and capable of being made improved in durability, light in weight and low in cost. SOLUTION: The conductive member 10 comprises a conductive substrate 1, an electric resistance adjustment layer 3 formed on the conductive substrate 1, and a gap holding member 4 disposed on both ends of the electric resistance adjustment layer 3, wherein the conductive substrate 1 comprises a polymer substance and a part of the conductive substrate 1 at least in contact with the electric resistance adjustment layer 3 is prepared as conductive.
