PROBLEM TO BE SOLVED: To prevent a roll medium from being unnecessarily cut to be used illegally, when being loaded or reloaded. SOLUTION: A ticket-issuing apparatus is provided with a control part for controlling a recording medium for recording specific information in a predetermined part of a roll medium that has not been cut by a cutting means, when the apparatus is failed or an opening state of a loading port is detected; and a memory for holding the recorded specific information. When the roll medium is loaded to a loading means, a reading means reads the specific information recorded in the predetermined part of the roll medium, a control part collates the specific information read and the specific information held. When the collation results show the valid relation between these specific information, the control part permits issuing tickets with the loaded roll paper so as to carry out the processings for issuing ticket pieces.
