PROBLEM TO BE SOLVED: To achieve a subsequent countermeasure even if the instruction to stop, beforehand, the execution of predetermined operation is issued after the occurrence of intrusion. SOLUTION: A gateway unit 10 contains a radio communication section 30 which receives information that intrusion has occurred; a measuring section 48 which measures a time elapsed after the reception of the information that the inroad has occurred; a monitoring release switch 50 which receives instructions to stop a predetermined operation beforehand; and a camera 36 to pick up an image of an intruder after reception of the instructions when the length of the time elapsed until the reception of instructions from reception of information that intrusion has occurred exceeds the predetermined length.
