PROBLEM TO BE SOLVED: To provide a retardation plate or the like which has an optical characteristic that a direction where a refractive index of an optically anisotropic layer is the largest is almost in parallel to a normal line direction of a transparent supporting body surface, and which is produced by using a mesomorphism compound without performing stretching operation. SOLUTION: The retardation plate has at least one optically anisotropic layer on a transparent supporting body. At least one layer of the optically anisotropic layers exhibits a biaxial property and contains a compound expressing a liquid crystal phase and further the direction where the refractive index of the optically anisotropic layer is the largest is almost in parallel to the normal line direction of the transparent supporting body surface.
