PROBLEM TO BE SOLVED: To provide a method for forming an inspection report capable of forming a user-friendly inspection report by using three dimensional design values of an object to be inspected and three dimensional measured values in a plurality of measuring points, and to provide a device and a program for forming an inspection report. SOLUTION: The method using a display device has a gaining process for gaining three dimensional design values of an object to be inspected and three dimensional measured values in a plurality of measuring points, a producing process for producing 3D images of the object to be inspected from the design values and an indication process for displaying by correlating the 3D images produced by the producing process with the measured values in a plurality of measuring points and indicating the reference points in measurement at a plurality of measuring points based on the design values.
