PROBLEM TO BE SOLVED: To provide an operation controller having an enhanced security level. SOLUTION: An electronic key system 1 allows a door unlock controller 4 to give a permission to unlock a door of a safe when a valid communication terminal (mobile terminal 2A, 2B) is used. An ID code same as a valid ID code, which is an ID code individually set for each valid communication terminal, is stored in a memory device 45a of a microcomputer 45 of the door unlock controller 4. A receiving means (a receiving antenna 43, a receiving circuit 44) receives signals transmitted from the mobile terminals 2A-2C. When the receiving means receives an ID code including the valid ID code conforming with the ID code stored in the memory device 45a, the microcomputer 45 recognizes that the valid communication terminal is used, and gives a permission to unlock the door of the safe.
