PROBLEM TO BE SOLVED: To provide a heating element having relatively simple construction suitable to an electric water heater for instantaneously making warm or hot water by efficiently heating water. SOLUTION: Two plane glass plates 1 each have an inner face provided with a grooved portion 3 through which liquid flows and an outer face provided with a conductive coated face 4 and a pair of electrodes 2 for energizing the conductive coated face 4.
