PROBLEM TO BE SOLVED: To easily install a traversing rail, by reducing carrying of materials to the rooftop of a structure. SOLUTION: A wire 12 for a rail is suspended via an endless winder 13 from the structure B via a rope support part of a rope support member 11 installed by projecting from an outer wall part of the structure B, and the wire 12 for the rail is connected to, suspended by and installed on the traversing rail 14. Trolleys 25 and 25A are made to travel along this suspended traversing rail 14, and a work gondola 27 can be lifted via a lifting wire 26 suspended from the trolleys 25 and 25A. The traversing rail can be assembled on the ground by installing the traversing rail in a suspended state without being fixed, and can be easily temporarily arranged by extremely reducing carrying of the materials to the rooftop.
