PROBLEM TO BE SOLVED: To provide a horseradish extract which has excellent safety and solves problems comprising the side effects of conventional techniques and risks such as BSE:Bovine Spongiform Encephalopathy, and to provide a tyrosinase inhibitor, a melamine production inhibitor, a bleaching agent, and an external preparation for skins. SOLUTION: This horseradish extract having a tyrosinase inhibiting action, a melamine production inhibiting action and/or an anti-oxidizing action is obtained from a horseradish (Cochlearia armoracia L.) which is a cruciferous perennial plant.
