PROBLEM TO BE SOLVED: To provide a device of compact structure capable of easily detecting people nearly drown. SOLUTION: This system for monitoring underwater to prevent people from drowning is provided with a detecting unit 10 installed in a user and a monitor unit 12 for monitoring condition of the user by receiving a signal from the detecting unit in the land. The detecting unit is provided with a water pressure sensor 14 arranged near the mouth or the nose of the user to detect water pressure in the corresponding position (1), a depth of water detecting part 16 for detecting that the sensor is positioned lower than the predetermined reference depth of water on the basis of an output of the water pressure sensor (2), and a timer 18 for counting time when the water pressure sensor exists at a position deeper than the reference depth of water (3), a determination part 20 for determining whether the user is nearly drowning or not on the basis of an output of the depth of water detecting part and an output of the timer (4), and a transmitter for transmitting an output of the determination part (5).
