PROBLEM TO BE SOLVED: To lower the rate of occurrence of failures while suppressing cost. SOLUTION: A monitoring device 10 comprises a camera portion 11 shooting a picture of the whole of a railroad crossing, and a transmitting portion 12 transmitting a picture signal of the camera portion to a safety device 20 through a radio path. The safety device 20 comprises a first receiving portion receiving the picture signal transmitted from the transmitting portion 12 of the monitoring device 10, a display portion 23 displaying the picture shot by the camera portion 11 of the monitoring device 10, a picture analyzing portion 24 detecting am obstacle in a range of the picture shot by the camera portion 11 of the monitoring device 10 on the basis of the picture signal received by the first receiving portion 21, and a train speed controlling portion 26 controlling a train to automatically reduce speed or stop when the picture analyzing portion 24 detects the obstacle and the train does not reduce speed within predetermined time.
