PROBLEM TO BE SOLVED: To provide a refractory coating which solves problem of general poorness in water resistance due to a considerably high ratio of water-soluble component contained as a main component, and of insufficiency to provide a desired water resistance despite a measure taken for adding water resistance to water-soluble component itself. SOLUTION: The refractory coating comprises: a refractory coating layer containing a polyhydric alcohol or either of a flame-retardant foaming agent or a nitrogen-containing foaming agent as main components, and a top coating layer recoated on the refractory coating layer, wherein a test value obtained by a permeability test method (B) as prescribed in JIS A6909 is 0.5 ml or less for the total of the top coating layer combined with the refractory coating layer; or a surface reinforcing layer provided between the refractory coating layer and the top coating layer.
