<p><P>PROBLEM TO BE SOLVED: To provide an adhesion/deposition substance in a protection pipe removal device removing a precipitation article adhered/deposited on an inner surface of a protection pipe installed on a liquid storage tank at underground of a rock bed. <P>SOLUTION: The adhesion/deposition substance in the protection pipe removal device for removing the precipitation article adhered/deposited on the inner surface of the protection pipe 20 of the underground liquid storage facility is provided with the liquid storage tank 1 formed at underground of the rock bed; the protection pipe 20 installed in the liquid storage tank 1; and a liquid feeding pump 23 and an emergency shut-off valve 30 installed in the protection pipe 20. The device is provided with a washing fixture 50 installed in the protection pipe 20 and removing/washing the precipitation article adhered/deposited on the inner surface of the protection pipe 20 when the liquid feeding pump 23 and the emergency shut-off valve 30 are removed from the protection pipe 30; and a wire 51 for hanging down the washing fixture 50 in the protection pipe 20 and a hanging mechanism 46 for vertically rotating/moving the wire 51.
