PROBLEM TO BE SOLVED: To prevent flashes from being formed in molding a nozzle; to accurately form a hole; and to reduce damage to a base material for a water-repellent material. SOLUTION: This manufacturing method for the nozzle plate comprises: a step of forming a water-repellent film on a surface of a nozzle plate where the nozzle for ejecting a liquid is formed; a step of half-hardening the water-repellent film; a step of forming a mask with a prescribed hole, corresponding to the nozzle, on the water-repellent film; a step of forming a hole in the water-repellent film by spraying a fluid or particulate from a side opposite to the side, where the water-repellent film is formed, of the nozzle plate; a step of removing the mask; and a step of completely hardening the water-repellent film.
