PROBLEM TO BE SOLVED: To easily change and add protocol conversion functions. SOLUTION: In order to mediate access from communications equipment on a first network to which a first protocol is applied to communications equipment on a second network to which a second protocol is to be applied, the communications equipment on the second network is detected, a database part is retrieved, a service description describing a service provided by the detected communications equipment, according to the specifications of the first protocol and a conversion rule description describing a protocol conversion rule corresponding to the service are acquired, and performance is conducted, as though the service within the acquired service description is to be provided for the communications equipment over the first network. In the case of receiving an access request to the service from the communications equipment over the first network, the access request is converted into a second protocol, on the basis of the retrieved rule conversion description and is transmitted to the detected equipment.
