PROBLEM TO BE SOLVED: To provide a simple base isolating foundation with an easy maintenance. SOLUTION: The invention provides the base isolating foundation utilizing a water tank, wherein the water tank of 600 mm depth is filled with water 4 and a floatage 3 with a building therein is floated, so that the oscillation of the ground is not directly transmitted to the building.
