PROBLEM TO BE SOLVED: To provide a steering wheel manufacturing method having excellent working efficiency, capable of preventing damages or the like to a wooden skin of a steering wheel with the wooden skin being partially applied thereto. SOLUTION: Raw materials 80, 82 are mounted at the predetermined positions of a rim part 14 in a raw material mounting step as a wooden member mounting step. In a shaping step, outer surfaces of the raw materials 80, 82 are ground, and painted to form a face side partial piece 42 and a back side partial piece 44 to constitute a wooden member 40. Thus, even if the surfaces of the raw materials 80, 82 are damaged when a core 12 is mounted on a die, or the raw materials 80, 82 are deviated in the mounted condition to the core 12, the outer surfaces of the raw materials 80, 82 are ground in the shaping step because the shaping step comes behind the raw material mounting step. Thus, the damages to the outer surfaces of the raw materials 80, 82 disappear, and steps or the like of the outer surfaces by the deviation of the raw materials 80, 82 are eliminated.
