PROBLEM TO BE SOLVED: To provide a developing roller which prevents image defects such as a ghost image and thin layer turbulence while considering environmental problems and allows a satisfactory image density to be obtained. SOLUTION: The developing roller 20 and a photoreceptor drum 100 provided in a developing device 1 are in such a positional relation that they are close to or brought into contact with each other, and toner attracted to a surface of the developing roller 20 by a magnetic field is moved to the photoreceptor drum 100 to develop an electrostatic latent image. The developing roller 20 has a developing sleeve 30 provided on the surface thereof. An electroless nickel plating layer 32 is formed on a surface of a base body 31 of the developing sleeve 30. An oxidized nickel film 33 is formed on a surface of the nickel plating layer 32. The oxidized nickel film 33 passivates the surface of the developing sleeve 30 to suppress the condition that toner charges are apt to escape due to nickel plating, whereby a toner charge holding characteristic can be kept in a preferable state.
