PROBLEM TO BE SOLVED: To efficiently extract toner from a toner extraction port by transferring the toner in a development chamber to a toner storage chamber. SOLUTION: A used development cartridge 24 is packed with an attitude that a developing roller 27 is located on the upper side in the vertical direction to a toner extraction port 60 when a packing case 212 is packed by turning the top face of a specified loading direction of the packing case 212 up.
