<p><P>PROBLEM TO BE SOLVED: To provide a means for quantitatively evaluating the reliability of the transmission sources of word-of-mouth information while concealing the transmission sources. <P>SOLUTION: Authentication information of a user terminal 101 is collated, and if the authentication information coincides, access to a user agent corresponding to the user is permitted. A retrieval message is generated on the basis of an inputted retrieval condition to retrieve a word-of-mouth information storing part 111. If there is no retrieval result, the retrieval message is sequentially transferred to a word-of-mouth retrieving part of another user agent 110 corresponding to the user from a user list existing in a confidential relationship storing part 116. The word-of-mouth retrieving part confirms in a retrieval condition ID storing part 115 whether or not the same retrieval condition ID is past processed and if there is the same retrieval condition ID, the retrieval message is discarded. If a retrieval result exists, the reliability of the retrieval result is evaluated.
