摘要 <p><P>PROBLEM TO BE SOLVED: To obtain a motion picture coding device which makes the image quality degradation to the minimum by suppressing the increase in an information amount of emergence so as to control a rise of a quantization step. <P>SOLUTION: The motion picture coding device comprises an orthogonal conversion means for quantizing a conversion factor which carries out the orthogonal conversion of the error signal, so as to search for an error between an image signal of an input picture and a prediction signal; a reference picture generation means for generating reference image signals by adding a prediction signal and an error signal decoded by carrying out reverse orthogonal conversion to the conversion factor which reversely quantizes a quantized conversion factor; a prediction signal generating means for carrying out motion compensation prediction, and generating a prediction signal from a reference image signal and a video signal of an input picture; a variable-length encoding means for carrying out the variable-length coding of the quantized conversion factor, and for transmitting the coding data; a scene change detector circuit for detecting a scene change of an input picture; and a coding control circuit for controlling so as to perform a judgment which executes the intra coding to a partial area of an input picture by changing a move vector in the prediction signal generating means, when a scene change is detected, while controlling so as to change the conversion factor in the orthogonal conversion means. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p>
