PROBLEM TO BE SOLVED: To provide a manufacturing method capable of aligning a spacer and electrodes while suppressing a positional slippage between the spacer and the electrodes within an allowable range, in a flat image forming device in which a guard electrode is disposed in the outside of an anode electrode, and the spacer is electrically connected to the anode electrode and the guard electrode through low resistance films. SOLUTION: The low resistance films 31, 24 are formed on the spacer 10 so that an interval between the inside end parts of the low resistance film 30 becomes wider than an interval between the inside end parts of the guard electrode 12, and the spacer 10 is aligned to a rear plate 5 forming a cathode substrate.
