<p><P>PROBLEM TO BE SOLVED: To provide a plant-monitoring control device which enables an operator to determine the operating method and screen transition method, suitable for a plant, and to conduct an optimum screen development. <P>SOLUTION: When a Link-addition button 202 is operated, a new Link button 201 is displayed at a prescribed position on a screen, and a Link-addition window screen appears, then a screen to be developed can be selected. For example, when a water-level trend screen is selected, the Link button 201 serves as a Link button for a water-level trend screen; and by operating this button, a water-level trend screen is developed.
