PROBLEM TO BE SOLVED: To discover an optical physical phenomenon peculiar among quantum dots arranged in a nano-meter region, and to perform a negation (NOT) arithmetic processing in a region in a nano-order without a control by the diffraction limit of a light. SOLUTION: When an output signal is generated in response to the input of a digitized gate signal, the first quantum dot 11 having a first energy level exciting an exciton in response to a supplied input light and generating an output light as the output signal in response to an energy discharged from the first energy level, and the second quantum dot 12 having a second energy level shifted in response to the excitation of the exciton by a signal light corresponding to the gate signal and constituted in a volume larger than the first quantum dot 11, are formed on a dielectric substrate 10. The first quantum dot 11 changes the discharged energy by injecting the exciton from the first energy level resonating with the second energy level to the shifted second energy level.
