PROBLEM TO BE SOLVED: To perform speech recognition by using a speech recognition network capable of absorbing background noise and differences depending upon a speaker. SOLUTION: A speech recognition network forming method includes a recognition network acquisition step of acquiring a 1st recognition network representing the connection relation between phonemes included in a vocabulary to be recognized and a recognition network formation step of forming a 2nd recognition network by the connection relation of the phonemes which are included in a vocabulary that the 1st recognition network represents and deformed owing to superposition of background noise.
