PROBLEM TO BE SOLVED: To accurately hit component concentrations in molten steel and molten steel temperature to the target values at the end point of blowing in a converter by deciding oxygen feeding quantity from the time point of inserting a sub-lance on the way of blowing to the end point of blowing without using the conventional dynamic control model, when a decarburize-blowing to molten iron is performed. SOLUTION: When the oxygen feeding quantity from the insertion of the sub-lance to the completion of blowing so that the molten steel components and the molten steel temperature at completing time of blowing become the target values, based on the measured carbon concentration in the molten steel and the molten steel temperature by inserting the sub-lance on the way of the decarburize-blowing and measuring the carbon concentration in the molten steel and the molten steel temperature, is determined; a vector indicating the peculiarity of this blowing is decided from molten iron condition and blowing condition. The blowing having the vector resembled to this blowing vector from the past blowing actual result data-base is selected and the similar model for assuming the oxygen feeding quantity is made, based on the selected plurality of similar blowings, and the oxygen-feeding quantity obtained with this similar model is decided as the oxygen-feeding quantity from the insertion of the sub-lance in this blowing to the completion of blowing.
