PROBLEM TO BE SOLVED: To improve startup characteristics of heater performance and coolant temperature and improve fuel consumption by utilizing engine exhaust loss and cooling loss heat quantity in a heater system for an existing air conditioner. SOLUTION: The waste heat recovery apparatus 1 disposed at engine coolant circuits 10, 16 of a vehicle includes an exhaust heat exchanger 2 which performs thermal exchange between the engine exhaust and the engine coolant, and a four-way valve 5 through which the coolant flows. The four-way valve 5 includes a first connecting port I which is connected with an outlet port for the coolant of the engine 11, a second connecting port II which is connected with an inlet port of the coolant of the engine, a third connecting port III which is connected with the inlet port of the coolant of the exhaust heat exchanger, and a fourth connecting port IV which is connected with the outlet port of the coolant of the exhaust heat exchanger. There are further provided a heat reserve tank 4 which reserves waste heat energy recovered by the exhaust heat exchanger and a pump 3 which compresses and delivers the coolant, thus forming a high temperature water circuit.
